Vyacheslav Kebich was born on June 10, 1936 in village Konyushevshchina, Volozhin District, Minsk Region. He graduated from the Belarusian Polytechnic Institute. From 1978 he was the general director of the Minsk Machine-Tool Plant named after I. Kirov.
Vyacheslav Kebich hab been Deputy Chairman of the Council of Ministers, Chairman of the State Planning Committee of the BSSR in 1985-1990, and held the post of Chairman of the Council of Ministers of Belarus in 1990-1994. He also became Laureate of the State Prize of Belarus.
