What single document on elections does Belarus propose to create jointly with OSCE?
The OSCE still does not hear the voice of Belarus and the proposals that were made at the level of the head of state, at the level of the Ministry of Foreign Affairs and our representative to create a single document together with the OSCE participating states that everyone will adhere to, the head of the Central Election Commission noted. "We have such a practice in the post-Soviet space. This is the Convention on the Standards of Democratic Elections, Electoral Rights and Freedoms in the CIS Member States," he recalled. "This convention has been tested by time, it is already more than 20 years old. This is not just a document that was signed by all CIS member states. It was also ratified by national parliaments. And, in principle, for each country, it acquired the force of an international treaty, which we adhere to."
Igor Karpenko:
"By the way, when holding the Single Voting Day (and changing the electoral legislation after the constitutional referendum), we were guided by this convention. And we have a conclusion from the International Institute for Monitoring the Development of Democracy, Parliamentarism and Observance of Electoral Rights of Citizens of the CIS IPA Member States, which clearly states that our legislation fully complies with international standards for democratic elections".
"Therefore, the CEC of Belarus would like to see something similar in other organizations that today claim some leading role in terms of monitoring and evaluating elections," concluded Igor Karpenko.
