Code of civil servant to be prepared in coming months
The civil service should involve the best and most experienced managers. The development of the institution of civil service was discussed today at a meeting with the President.
Personnel issues are traditionally the focus of the President's attention. After all, professionalism of managers determines implementation of large-scale projects and improvement of the welfare of the people. Civil servants are supposed to have not only high moral qualities, but also a broad outlook, a vision of strategic tasks and knowledge of the consequences of their decisions. Another urgent task is to fill vacancies quickly. For certain posts, the selection of candidates is sometimes delayed for months and even years. Also, the President's principal demand is absence of corruption in the state apparatus.
There is also a need to revise the law on civil service and prepare a code of a civil servant. This document should be absolutely fair, transparent and detailed, so that any person understands the essence of the legislative act. Also today, the meeting decided to create a working group who will consider all the issues raised and make suggestions on the implementation of the tasks. The President outlined a clear timeframe: the documents should be prepared in the coming months, so that they will come into force in the new year.
In recent years a large-scale optimization of the state apparatus has been held in Belarus. The number of civil servants has already fallen by a quarter and now stands at just over 30,000.
