Presidents instructs Council of Republic to conduct final expert evaluation of legislative acts
The President has dwelled on issues of legal regulation in the country: responsiveness, informational accessibility and de-bureaucratization.
Any innovations should be from life! That means adjusted, thought-out, in line with our values and principles! The President demands that any innovations were verified and thought out, corresponded to our values and principles, and did not pose any threats. But the principle is the same: efficiency, information accessibility and de-bureaucratization! The Civil Code (the fundamental document, which is often called the economic constitution) has become obsolete. It has not been systematically revised since its adoption. The adjustments are needed, based on the demand of the time. It is assumed that the innovations will affect many areas, including labor and banking. They worked on the document for more than a year and the public was involved. The time has come to revise the institution of administrative procedures, which is a mirror of relations between the state and society, an indicator of mood and confidence in the authorities.
Single electronic platform for administrative procedures
The today's meeting is the first step towards the forthcoming major work on the revision of administrative procedures (the list is planned to be reduced) and their conversion into electronic space. "The contacts between entrepreneurs and officials will be minimized, and this, in turn, will significantly reduce the corruption risks", believes the Minister of Economy.. However, there will be some procedures, where it will still be necessary to apply personally. This work is expected to be completed by January 1, 2024.
Instruction to the Council of the Republic: conduct a final expert evaluation of legislative acts
Today, the President also instructed the Council of the Republic to conduct a final expert examination of legislative acts before they are submitted to the head of state for signing. There are experienced people in the upper house of parliament. Therefore, we need to create a team of good lawyers, philosophers, legal scholars who will examine the most important documents for their relevance to life, as Alexander Lukashenko said.
