Family capital program in Belarus extended until 2029 - President signs decree
President of Belarus Alexander Lukashenko extended the family capital program for the next five-year period (from 2025 to 2029) while maintaining the current conditions for its appointment. The head of state signed the corresponding decree on 30 October, BELTA reports with reference to the press service of the Belarusian leader.
The document expands the possibilities for using family capital funds to improve housing conditions:
Thus, the right to their early use in the construction of housing is granted, regardless of the presence of a direction from the local authority for such construction.
Residential premises that do not meet sanitary and technical requirements are not included in the total area of housing owned by the family.
It provides for the possibility of early use of funds to purchase a share (shares) of residential premises, if the family already owns shares in these residential premises. Early use of family capital is permitted to repay loans issued on the basis of loan refinancing agreements for the construction, reconstruction, acquisition of residential premises, share (shares) in the right of ownership of them.
The decree for the first time enshrines the rights of children (including in the event of divorce of parents) to residential premises built or acquired using family capital funds.
The possibility of paying for tuition for the next academic year is established when using family capital for education (currently - for the current and previous years). The list of funds intended for the social rehabilitation of disabled people that can be acquired using family capital funds is expanded.
In addition, the document grants the right to assign family capital to foreign citizens and stateless persons permanently residing in Belarus, when they acquire citizenship no later than one year from the date of birth (adoption) of the third and subsequent children.
The decree was adopted in order to improve the living conditions of large families and their long-term state support.

As reported, in March of this year, during a conversation with the activists of the Belarusian Union of Women, Alexander Lukashenko announced his intention to extend the family capital program. The President noted that at the time of the launch of this program (2015 - BELTA note) there were about 63 thousand large families in Belarus, and now their number exceeds 120 thousand.
"Judge for yourself. We are solving a very important issue. There is no more important issue than the increase, the growth of our population. We have problems with this. I often say: our Belarus with our able-bodied people and resources could feed 15 million, or even 20 million, given our geopolitical position," the head of state said. "I will gladly make a decision to extend this family capital. The only thing is that this money should go to the right people."
