Duties on cars imported from EAEU changed in Belarus
Innovations regarding the payment of the recycling fee for cars imported from the EAEU came into force in Belarus, BELTA reports.
The State Customs Committee explained changes in the procedure for calculating the recycling fee. In accordance with the requirements, an independent assessment of a vehicle must be made based on the market value of similar goods in the country of purchase for the purpose of importing them into the territory of the EAEU, at which similar goods are sold or offered for sale under normal (market) trading conditions.
"At the same time, the purchase of vehicles by private retail buyers who are not connected with the seller by long-term commercial relationships, and the purchase of the same vehicles by persons acting as official dealers of the manufacturer of a vehicle of this brand, who jointly with the manufacturer bear certain obligations to the end buyer (warranty service, acceptance of claims, after-sales service, etc.), are carried out under different conditions," the State Customs Committee noted.
The price of goods for vehicles when sold to dealers is formed by the manufacturer under certain conditions: basic wholesale prices are applied, which are not available to retail buyers, special sizes of markups to such prices, corresponding dealer discounts, discounts due to reaching certain purchase volumes, long-term cooperation of the parties.
As explained the State Customs Committee, new rules do not apply if the vehicles are registered in a member state of the EAEU at any time before the date of submission of the document on payment of the recycling fee for at least one year.
The resolution comes into force on November 24 and applies to relations that arose from July 1, 2024.
